Man sagt uns, es g\u00e4be eine Wohnungskrise. Es wird nicht genug gebaut. Schuld daran sind die Bautr\u00e4ger, die immer wieder Land kaufen und es nicht bebauen, weil sie es vorziehen, \"Land zu horten\". Schwachsinn. Abgesehen davon, warum ein Unternehmen seinen Rohstoff aufkauft und einfach darauf sitzen bleibt, anstatt ihn in Profit umzuwandeln, liegt der wahre Grund daf\u00fcr, dass wir nicht genug H\u00e4user bauen, darin, dass wir, wie in vielen Bereichen des Lebens, von der B\u00fcrokratie erdrosselt werden. Das Magazin The Economist hat sich diese Woche genau mit diesem Punkt besch\u00e4ftigt. Die meisten Menschen denken, dass ein Bautr\u00e4ger, um zu bauen, einige Pl\u00e4ne entwerfen und diese dann in Form eines Bauantrags bei der \u00f6rtlichen Beh\u00f6rde einreichen muss, die diesen dann anhand ihrer eigenen Richtlinien f\u00fcr die Fl\u00e4chennutzung in ihrem Gebiet pr\u00fcft und ihn entweder genehmigt oder ablehnt. Wenn es doch nur so einfach w\u00e4re. Nehmen wir einen typischen Bauantrag f\u00fcr zwei- oder dreihundert H\u00e4user. Zus\u00e4tzlich zu den Pl\u00e4nen und Formularen muss der Bautr\u00e4ger m\u00f6glicherweise und wahrscheinlich auch in Zukunft eine Erkl\u00e4rung \u00fcber die Beteiligung der Gemeinde, eine topografische Untersuchung, einen arch\u00e4ologischen Bericht, ein \u00f6kologisches Gutachten, ein Fledermausgutachten, ein Molchgutachten, ein Eulengutachten, eine geotechnische Untersuchung, eine Bewertung der visuellen Auswirkungen, ein Baumgutachten, einen Verkehrsplan, eine Erkl\u00e4rung \u00fcber die Gestaltung und den Zugang zum Gel\u00e4nde, ein L\u00e4rmgutachten, ein Luftqualit\u00e4tsgutachten und die Antwort auf das gestrige Kreuzwortr\u00e4tsel der Times vorlegen. Oft warten wir mehr als ein Jahr, um diese Informationen zusammenzutragen, und dann noch ein weiteres Jahr, bis die \u00f6rtlichen Beh\u00f6rden zustimmen oder ablehnen - sofern die zust\u00e4ndigen Mitarbeiter noch nicht abgereist, im Urlaub oder beurlaubt sind. Selbst wenn die \u00f6rtliche Beh\u00f6rde dem Antrag zustimmt, k\u00f6nnen andere ihn stoppen. Natural England wurde 2006 gegr\u00fcndet, um Flora und Fauna zu sch\u00fctzen. Das ist sehr gut. Im Jahr 2018 wurde es (von Europa) mit der Aufgabe betraut, \"N\u00e4hrstoffneutralit\u00e4t\" zu gew\u00e4hrleisten, was bedeutet, dass die Phosphat- und Nitratwerte in den Fl\u00fcssen nicht erh\u00f6ht werden d\u00fcrfen. Das bedeutet, dass Bautr\u00e4ger, die dies nicht nachweisen k\u00f6nnen (und das k\u00f6nnen sie in vielen F\u00e4llen nicht), nicht bauen d\u00fcrfen. Das Wohnungsangebot ist auf einen Schlag zusammengebrochen, ohne dass es einen wirklichen Plan zur L\u00f6sung des Problems gibt.<\/span><\/p>\n

Das Planungssystem ist kaputt, und die einzige M\u00f6glichkeit, mehr H\u00e4user zu bauen, besteht darin, den b\u00fcrokratischen Aufwand zu verringern und eine Dosis gesunden Menschenverstands in das System zu bringen. Um es klar zu sagen: Es ist nicht die Schuld der lokalen Beh\u00f6rden, sondern das System, an das sie sich halten m\u00fcssen. Zahlen Sie den Planern in den lokalen Beh\u00f6rden mehr Geld und geben Sie ihnen mehr Befugnisse, damit sie ihre Arbeit tun k\u00f6nnen, f\u00fcr die sie so lange ausgebildet wurden. \u00dcberlassen Sie alle Erhebungen den wirklich sensiblen Gebieten und f\u00f6rdern Sie den Bau in anderen Gebieten. Die Regierung sollte sich genau \u00fcberlegen, wie die Planung genutzt werden kann, um die Entwicklung zu f\u00f6rdern, anstatt sie einzuschr\u00e4nken.
